AN ambitious $95 million plan to transform Palm Cove has been revealed by the village’s lobby and advocacy group Palm Cove Alliance (PCA).

A concept submitted to the state government’s Destination 2045 strategy involves:

Acquisition of the large Lot 100 (33-41 Cedar Rd) – currently before the Land and Environment Court after Cairns Regional Council rejected a resort and a residential project on the site

A multi-level parking structure and arrival plaza

A Tropical North Queensland Gateway Experience and Visitor Discovery Hub

Reef, Rainforest, Tablelands and Turtle discovery and education centres

The Wangetti trail head starting near the suburb’s jetty and winding its way around past Buchan Point to Ellis Beach

Reconfiguration of the Williams Esplanade to enhance pedestrianisation

A children’s adventure playground and a melaleuca board walk.

PCA president Peter Bon told Cairns Local News that the plan would involve $25m for the esplanade upgrade, $15m for the trail headlands work and the balance of $55m for the Lot 100 proposal.

“A proposal designed for the vacant block at Lot 100 (33-41 Cedar Road) would deliver the parking capacity, traffic management, pedestrian safety and walkability improvements the community has repeatedly asked for, while giving the Wangetti Trail a trailhead commensurate with its expectations and investment,” he said. “The precinct includes a multi-level parking structure and arrival plaza, allowing visitors to park once and walk to the trail, the foreshore and the village.

“The concept would also position Palm Cove as a Tropical North Queensland Gateway Experience and Visitor Discovery Hub.

“Reef, Rainforest, Tablelands and Turtle discovery and education centres would help visitors plan their holidays around the region’s attractions and Palm Cove’s existing accommodation and village setting would give them a place to relax and recharge between discovery days.

“Palm Cove’s central location, and its proximity to the Reef, the rainforest and the Tablelands, make it uniquely placed to be the place visitors base themselves and plan their holiday.

“Council’s own community engagement has identified more parking, better traffic flow and safer walking as priorities.

“Lot 100 is a way to deliver all three, give the state’s Wangetti Trail project a proper gateway and keep visitors in Palm Cove longer.”

Mr Bon said PCA was calling for a whole-of-village transport and movement strategy for Palm Cove, supported by cumulative traffic and parking modelling.

He said PCA’s analysis, based on standard traffic-generation modelling, projects that daily traffic on the local network would increase by 36% over the next five to 10 years from currently identified developments alone.

“Once longer-term growth is included, such as further development sites, a major resort redevelopment and the impacts of the Wangetti Trail, the projected increase reaches 105% by 2050,” Mr Bon said. “That means daily traffic could more than double in the coming decades.

“Williams Esplanade and the village’s parking are already inadequate and traffic is eroding walkability.

“Once this growth lands, it’s locked in and a network that is struggling now will only be stretched further.

“The state’s own delivery material highlights the Wangetti Trail, running from Palm Cove to Port Douglas, as a flagship new experience.”
